Hi Jan, I ran into exactly the same thing today, also using OpenEdge. This
post and your work around saved me some time figuring out the BOM details.
Thanks for that!

I agree that it would be nice if TortoiseSVN where able to recognize and
deal with the BOM for us so we could write with the standard UTF-16 format.
