Just saw something that looks very similar, but during a different
operation:

TortoiseSVN 1.6.99, Build 21737 - 64 Bit, 2011/07/28 21:06:19 (Beta 2)
Subversion 1.7.0, -dev
apr 1.4.5
apr-utils 1.3.12
neon 0.29.6
OpenSSL 1.0.0d 8 Feb 2011
zlib 1.2.5

OS: Windows 7

Steps done:
1. Right click on Desktop, choose TortoiseSVN:Repo-browser
2. Enter bogus URL, e.g. "test"
3. Hit OK

Obviously this should show an error, but probably not an internal
assert. I was trying to test the new TortoiseProc /outfile: option to
see what it did with invalid URLs.
