With the latest build (21890):
 1. Create a new repository and checkout a working copy.
 2. Add a single file.
 3. Invoke the Commit dialog.

The OK button is not active until one of two things happens:
 * Type something in the log message box.
 * Toggle the state of the checkbox for the file in the Commit dialog
listbox.
