When a file is selected in Explorer, the TSVN folder menu is shown under Explorer's File menu

To reproduce:

 1. Select a file in Windows Explorer (file does not need to be under
version control)
 2. ALT+F to open Explorer's file menu.
 3. The TSVN context menu for a file will be shown, but the context menu for
a folder will also be shown.

I'm thinking this might be the correct behavior - even with a file selected
the user might want to perform operations on the folder, but I wonder if the
two menu items should be separated or if there is some way to force them to
be side-by-side.
