OK button in commit dialog is not greyed out when the file list is empty

Minor issue with Commit dialog; to reproduce:

 1. Open the Commit dialog on a directory with no changes.
 2. Press OK and the Commit Progress dialog will open and show "Commit
finished" and "Completed!"

However, the correct behavior is observed under the following steps:
 1. Open the Commit dialog on a directory with no changes.
 2. Type a single character in the log message box => the OK button will be
greyed out.

Currently using build 21863.
