Accelerator may not be correctly captured in the Commit Progress dialog

A follow-on to some of my previous posts about the accelerator keys ...

From the Commit dialog, if I'm editing the log message and the cursor is
therefore captured in the edit box, I can press ALT+O to initiate the
commit. The Commit Progress dialog then appears.

If I keep the commit dialog as the active window until the commit finishes,
I can then press ALT+O to dismiss the commit progress dialog when the commit
has finished.

So far, everything is working as expected.

However, if I make some other window active during then commit and then
later make the commit progress dialog the active window again (using
ALT+TAB), the cursor seems to be captured in the commit dialog's listbox and
ALT+O is not trapped.

Summarizing, to reproduce:
 - Initiate a commit.
 - Make some other window the active window, pushing the commit progress
dialog to the background.
 - Make the commit progress dialog active again.
 - Press ALT+O when the commit has completed. The dialog will not be closed.
 - Press the tab key once, then press ALT+0; the dialog will be closed.

I'm currently working with build 21789.
