If there were a way to work around that issue without breaking those
apps that do everything right, I would do it. But every suggestion or
idea for now has problems which would risk breaking correct apps.

And I only know of MS that implements its own "file open/save" dialog in
their apps - all other apps I know use the default Windows dialogs for
this, so those will work properly.
