There's an entry "Remove from changelist" which does exactly that.

Changelists don't disappear from the dialog even if there are no more
files in them. That's because users might want to add other files to
that changelist.
But I don't think that's a big problem since the list control group is
empty and users can see that it's empty.

Select all files in the changelist, right-click, move to changelist,
enter new name.
