TortoiseProc crashes when /path is empty or invalid

With build 21604, issuing the command `tortoiseproc /command:commit /path=""`
causes the commit dialog to appear and then crash with a Windows
"TortoiseSVN client has stopped working" dialog. I'd think that the more
desirable behavior would be to throw an error at the command line.
