Update window appears behind Windows explorer

Issue produced with Build 21538.

To reproduce:

 1. Run the attached

UpdateWindowNotVisible.bat .
 2. Right click on `UpdateWindowNotVisible-wc1` and commit.
 3. The working copy is out of date. Select OK. TSVN will ask you if you
want to update; select UPDATE from the "Update needed" dialog.
The TortoiseSVN Update Window will appear, but will be behind Windows
Explorer.

Alternatively, if you select CANCEL from the "Update needed" dialog, the
TSVN Commit dialog will be hidden behind Windows Explorer.
