It seems the libsvn_tsvn32.dll didn't get updated when you updated TSVN.
I guess if you check the date of the dll, it will still be a date before
june 3rd.

Try uninstalling TSVN, then install the new version again.
Don't know why the update didn't work for you - worked fine for me here.
