docs about server setup

Hi,

The TSVN docs contain a whole chapter on how to set up an Apache and
svnserve SVN server on Windows. They weren't adjusted for a long time
and I have my doubts whether they would still apply unchanged for the
latest Apache version.

The question is: do we really need that chapter? For one thing, TSVN is
only a client and doesn't even ship with the server components. And then
there are several easy installers available now which set up an SVN
server on Windows, including tools to configure them.

And I'm sure there are more.

I suggest we remove that chapter from the TSVN docs and only put some
links to those installers mentioned above somewhere in an appendix of
the TSVN docs.
