The dev list is about discussing the development of TSVN.
For everything else, use the users list please.
And this is clearly a question you should ask on the users list.

The protocol is all handled internally by the subversion library, so
the subversion mailing list is what you want if you are diving into
the code. But it could be something trivial and if you ask on the
users mailing list as requested you might even get a response.
