TSVN says folder already exists when exporting to an empty directory

Steps to reproduce:
 1. Checkout a working copy to `WC`
 2. Create a new directory `EXPORT`
 3. Right click on `WC` and drag it to `EXPORT`
 4. Select either SVN Export option from the context menu. A prompt will
appears saying that the folder WC already exists in the EXPORT directory.

Tested with TortoiseSVN 1.6.99, Build 21143 - 64 Bit -dev, 2011/04/11
