I've tested on an Win7 x64 fresh VM:
* direct install of latest x64 nightly: ok
* back to fresh VM

* installing 1.6.11 x64, then update with latest nightly: not ok
* repair install of nightly: ok

Seems there's the same problem as mentioned here:
http://tortoisesvn.net/majorupgrade
with the TortoiseOverlays component :(

But after the repair install, everything worked ok.
