Since you're building TSVN from trunk, you have to specify the SubWCRev
to use. Since if you don't, then the build will use the SubWCRev it
creates during the build, and that one uses a newer WC format than your
working copy uses.

Add the following line to your default.build.user file:
<property name="SubWCRevFileName" value="C:\program
files\TortoiseSVN\bin\SubWCRev.exe"/>
