The x64 OS of XP has a lot of stuff installed that the 32-bit version
of XP hasn't (but Vista/Win7 have).
That means the c-runtime lib for win32 has to implement that stuff
itself (otherwise it wouldn't run on those Win versions). The x64
variant of the C-runtime can use the existing Win APIs and therefore
get rid of a lot of code.
