When you reboot, th TSVNCache process saves the cache to disk and loads
it again after it is started again. So rebooting won't work.
But killing the process prevents the saving of the cache to disk, so
that definitely clears the cache.

If the cleanup however worked, then it's not the status cache but the
internal overlay 'cache' the explorer itself uses. Because the cleanup
command also sends a change notification for *every* single file and
folder to the explorer.
