Ok. I have some more info. Now it happened for the auto-created revision links. What's actually happening is that TSVN is interpreting just moving the pointer over the link as a click. This explains all the new opened windows. The same thing would have happened if I would have clicked the link 20+ times.

Yes this happens on the TSVN repository as well. I did a show log on the TSVN trunk, then scrolled down to revision 19716. This revision contains an auto-generated link to revision 954969. Hovering this link spams new windows.
 
Running TortoiseSVN 1.6.99, Build 19723 - 32 Bit -dev, 2010/06/17 20:45:21 under Windows XP.
