Install Error running Win7 64-bit

TortoiseSVN-1.6.8.19260-x64-svn-1.6.11 and TortoiseSVN-1.6.8.19260-
win32-svn-1.6.11 give me the following error when trying to install:

An error occured during the installation of assembly component
{9DA4DC8A-9731-9F0E-8BD5-FC17CA6848AD}
HRESULT: 0x80071A91

I have also tried the two prior 32-bit versions 1.6.7 and 1.6.6 with
the same result.

Has anyone experienced this and is their a solution to this problem?
