It's already possible to specify the spell checker language per project
(see the docs for the tsvn:projectlanguage property).

And using two different languages in a commit message is bad. Stick to
one language.

Also, this would slow down the spell checking a lot, because every word
would have to be checked twice with both the dictionaries kept in memory.

And TSVN already marks function names it finds in the files as 'ok' when
spell checking, so that's not a problem.
