1.6.7: Option "Keep changelists" in commit dialog

Hello,

since updating from 1.6.6 to 1.6.7 I noticed a quite annoying
behaviour in the commit dialog: if any of the files belongs
to a changelist, the checkbox "Keep changelists" is checked.

Since I almost always use changelists, I end up with lots of
unchanged files grouped into already committed changesets that
I have to delete manually.

Since Changelog.txt doesn't mention any behaviour change
regarding this checkbox for 1.6.7, I assume this might be an
unintended side effect of another change.

Please consider defaulting the checkbox to not checked or
to remember the last setting.

BTW: "Keep changelists" is missing an accelerator key.
