The button text is "..." to indicate that pressing that button will open
another dialog (like the ".." at the end of menu items). Those buttons
either open the log dialog to select a revision, a file-open dialog to
select a file or some other dialog, but always a dialog is opened to
select something.

No, that button is not owner drawn. We rarely use owner drawn controls
to avoid problems with colors and e.g. the high-contrast mode of windows.
