Whether it will be handy depends on what failure
modes are typical to your working style / environment.
E.g. I would not want the dialog to reopen, if failures
are usually caused by:

* missing / failing network connection
* issues that require fixing files, i.e. when I have
  to switch to a different tool for some time

Personally, I find the "Auto-close if no error" feature
much more useful.

At my company, we tweak TSVN settings and the subversion
configuration file as part of our installation process.
TSVN could grow a feature that allows for loading a
pre-defined set of settings ("profiles") at runtime and /
or during installation. But that would be a very low
prio feature request ;)
