Ignore icon overlays not showing up

I have TortoiseSVN and TortoiseCVS installed side-by-side. For some reason,
the overlay for ignored items is not appearing. I'm using the "Straight"
icon set. I have attached the contents of my ShellIconOverlayIdentifiers
registry key. I notice that there are 17 overlays in the registry, and I
recall you telling me at some point that Windows only supports 16. If this
is true, I have too many overlays registered. However, how will windows
handle this case? I guess it is leaving out the Ignored overlay? I wonder
how it chooses which overlays to ignore, if that's what it is doing.
