In my first post, I forgot to mention: we're using Japanese version of Windows (XP and Vista).

I tried recent nightly build on Vista x64.
After I installed TSVN and Japanese pack and rebooted the
PC as usual, the shell extension didn't load. The event log said I didn't have correct version of CRT dll, so I
downloaded and installed VS2008 SP1 redistributable.
After that, TSVN works fine and "non-LF line endings"
problem no longer happens.
