Update Dialog: Scroll wheel only works when list view has focus

During an Update operation that takes quite a while, I sometimes like to use
my mouse wheel to scroll through what has already been processed. When I
click the system menu of the window (The bar that has the title of the
dialog), I then proceed to hover my cursor over the list box with status
information in it and move my mouse wheel up/down. Nothing happens. It's
only until I select an item in that list that it will respond to my mouse
wheel.
Is there a way of making the mouse wheel respond better? The ideal solution
would be for the mouse wheel to function only when the cursor is hovering
over the list view itself. Focus of the window or the list view itself
should not prohibit the mouse wheel from functioning.
