#3351 applies only to file externals that haven't been committed yet.
While that's clearly a bug, I don't think it's very serious since the
workaround is easy (commit the external, then remove it after the commit).

For issue #3368, there's already a patch available. Which is I think a
good sign that it might still have a chance to get fixed for 1.6 - if
not then at least for 1.6.1.

I suggest to still document the file externals. We can then add a
section to our release notes about 'known problems' with the externals.
