Cannot delete prop-base. Directory is corrupted.

Greetings,

I am having an issue trying to delete a folder from svn. The folder does
not appear to be a part of my repo, however several files inside of the
folder appear to be. I have tried deleting the folder using a file system
delete (the only option it gives me), as well as deleting the folders that
contain this folder. All attempts have resulting in errors stating either
that the folder is locked, or giving me this error: "Cannot delete
prop-base: The file or directory is corrupted and unreadable." I have tried
running cleanups, but they just error off saying that the folder is not a
working copy directory.

Anyone know how to fix this? I cannot even get the repo itself to delete,
so I am at a loss as to what to do.
