I don't see this feature as a part of TortoiseSVN.

Wouldn't it be enough to script something that clears the auth cache on
logout/login of a (new) user? Even on a shared computer this should
work, if people log out when they're done.

OK, you could always rip the hard-disk from a PC and try to extract
deleted passwords, but I think this kind of security is not in the scope
of TortoiseSVN.
