wont commit

i don't think that this is a Tortoise problem but i don't know ware to
ask. i am starting a brand new repository on a Linux box. it has no
folders yet and one user. i have checked out a working copy and it has
done as expected. it gave me a empty working set. i created a
directory call Trunk and added it but whein i go to commit i get

error Authorization failed

it never asked me for user name or password.
