Overlay icons all over desktop after Windows Update

I am the developer of TortoiseHg, where we began incorporating
TortoiseOverlays.dll 1.0.4 in TortoiseHg 1.5, so we can share overlay
icons with TortoiseSVN 1.5.x.

Recently one of our users has reported, after rebooting from a Windows
update to his XP system, the overlay icons began to show up on all of
his desktop icons.

Despite all attempts to rid his system of TortoiseOverlays, he was
unable to remove the overlay icons. Here are some screen shots of his
desktop showing the overlay icons after various 'clean-up' attempts:

The user has no other Tortoise clients installed on his system.

The clean-up attempts include (all attempts followed by reboot as
required):
- several install-uninstall of TortoiseHg
- uninstalling TortoiseOverlays.msi via Add/Remove Programs window.
- manually remove all references to Tortoise in his registry
- manually remove C:\Program Files\Common Files\TortoiseOverlays, and
ensure no other installation existed on the system.
