"Can't close activity db: Error string not specified yet" error

I'm relocating a repository to another server. From what i've read i
thought it is enough just to copy the repository to the other server so
i've scp'd my my repository folder as a subfolder for the repository
already installed on the new server. Everything else except commit seems
to work just fine but commit behaves like this:

svn: Commit failed (details follow):
svn: Can't close activity db: Error string not specified yet
svn: Your commit message was left in a temporary file:
svn: 'svn-commit.tmp'

Any ideas?
