 I'm running into this same issue.

 I have a folder that has been committed, but contains no files in it. When
right-click dragging committed files from the parent folder to the empty
folder, i only get the "SVN Copy and add files to this WC" and not "SVN Move"
options.

 I tried the 8/18 nightly build and it also exhibits this broken behavior.

 It seems to me how your deciding if this is a folder of the same WC doesn't
work with empty folders. This is new behavior as well... it worked just fine
in previous builds.
