That's certainly not my experience of using TSVN daily for the past 4 years!
 
Previously you could 'SVN Move' a file / folder between managed folders in the same working copy, they did not need to be committed in a previous revision (merely added, but uncommitted).
 
Try it with TSVN 1.4.x, and probably 1.5.0 too.
