There is no way to browse to a URL - Subversion does not support that.

However, this looks like confusing behaviour to me. The only time you
ever see this behaviour is on first use - after that there will be a
URL to browse to - so it will only be seen by newbies. I would rather
see the button greyed out when there is no URL there. Maybe it should
open a folder browser if the URL is simply "file://" or if it starts
with "file://" but the URL does not point to a local repository.
