This is a great problem report, and I want to thank you for taking the
time to resolve the problem and express the solution so clearly.

None the less, the "feedback_at_tigris.org" list unfortunately can't help
you with this. The TortoiseSVN project, like all tigris.org projects,
manages its own mail lists, downloads, and FAQs. Probably the best
place to report t his would be dev_at_tortoisesvn.tigris.org. I've cc'ed
that list in this message.
