So this is a Subversion restrictment? If not, I'd like to request adding
this feature. Another use case are changes that involve editing of

Definitely not. After a file was selected, even if it's unselected
afterwards, a context menu shows up when right-clicking a changelist
header. This may be a windows bug, though.
