Just tried your registry tweaks on an XP test system, then installed
SP3. Seems your tweaks work correctly (or when installing SP3 via
Windowsupdate MS now fixes wrong registry entries).
In short: I couldn't reproduce the problem (this might also be because
I'm using XP English).

There's a new KB article from MS which might have something to do with
this issue:

I'd really appreciate it if someone who experiences the problems
mentioned here: http://tortoisesvn.net/node/330
could check whether the fix from MS actually fixes this or not.
