I could set this up, but the server would be rather patchy (prone to long
periods of unannounced downtime because it's my TV server and only turns on when
it's watched or a recording is scheduled).

You can set up a SSH server on windows using Cygwin if you are so inclined ;
that should be sufficient for most test purposes since it uses the same SSH
server as most of the rest of the internet, OpenSSH.
