Thanks a lot for your offer to help us. Translating TortoiseSVN is quite simple.

You can build the dlls yourself using a "raw" english dll and the restext tool from TortoiseSVN if you want.
There is no need to build the dlls yourself if you can wait a night. If you commit regularly, your translations will be part of the next nightly build.

I don't know how familiar your are with gettext Translation catalogs, but using them is very simple.

Get the Hungarian catalog from:
http://tortoisesvn.tigris.org/svn/tortoisesvn/trunk/Languages/Tortoise_hu.po
User: guest, no password

You can edit this file with a normal text editor, but it's much simpler with a program like kbabel or poedit (http://www.poedit.net/)
