Since the project properties are anchored on all folders (well, usually)
and not just one, using relative URLs isn't possible for all formats:

../ relative to the parent directory of the external
^/ relative to the repository root
// relative to the URL scheme
/ relative to the server's hostname

The first one wouldn't work in most cases because of the problem
mentioned above.

The third one (relative to URL scheme) wouldn't work for all svn:// and
svn+ssh:// urls either - there's just is no issue tracker that uses that
URL scheme.

But the other two might work. I'll check the code and see what I can do...
