You have to complain about this here: http://www.microsoft.com
Because that's the behavior of the windows explorer. There's no way for
TSVN to simply show the columns on specific folders - it's a user
setting which apps are not allowed to mess with.

You can however make TSVN show the columns even on unversioned folders:
