building docs

Hi,

As some of you have noticed, the pdf docs for zh_CN is wrong. It seems
to be a problem with fop-0.25, which I can't find a way around (I tried).

I've now converted to using fop-0.94 and also the latest xsl stylesheets
(1.73.2). After adjusting a lot of our custom xsl files I think I have
it 'good enough' to commit.
'good enough' means that there are still a lot of UI problems left, but
the docs are readable (even zh_CN as far as I can tell)

I'll commit these changes tomorrow evening (CEST, GMT+2) if nobody
objects. Of course that means you all have to download the updated
tools.zip file, otherwise the doc build will fail.

After that commit, I hope that a lot of people will go through the
different doc types (html, chm, pdf) and report (or even fix?)
layout/style problems.
