Continual refreshing in explorer

Hi Stefan,
In r12494 I have a problem with explorer continually refreshing the
view in one particular view (attached). To reproduce this I just ran
the MakeTest.bat file in TSVN/doc/test and opened the newly created
temp folder in the right pane.
Both panes redraw about once per second and the overall status of doc
and test keeps changing between modified and normal.
