I can't reproduce that. Here's what I tried:
* create folder emptyrepo
* create a repositoy in there
* checkout a wc from emptyrepo
* show the revision graph for emptyrepowc

But the revision graph show up, doesn't freeze but only shows "empty
graph" as it should.

Do you have more information on how to get the graph to freeze?
