Branching reads server folders above the WC path

Checked with build 12198:

1) Check out a working copy
2) Use Branch/tag dialog to create a branch from either HEAD or
specific revision
3) TortoiseSVN issues OPTIONS request for at least the repository root.
4) The above fails if the user has no access to the repository root.

Branching from working copy works ok.
