request: TSVNCache.exe lower process priority

Hi,

I noticed the TSVNCache.exe might have a high cpu usage.. espcially during
checkout or update of a BIG project (>4GB).
This typically makes my PC measurable sluggish during such an operation.

I found that manually changing the process prioriy of TSVNCache.exe to
"below normal" or "low" helps. When doing this, the PC stays responsive
This does _not_ negatively affect the performance of Tortoice or TSCNCache.
Its just as fast as before.

(In general this is a good approach. high cpu usage -> lower prio, low cpu
usage -> high prio. For typical desktops this gives best resonsiveness.
Without measurable giving up performance.

Proposal:
Start TSVNCache.exe with non default (lower than default) process priority
class.
