So I assume you use file://... access to the repository? Are you
working with more than one person at a time? Bad idea. Please read the
SVN book about setting up a proper multi user environment. But read
on...

And at that point in time you need to 'relocate' the working copy.
With that command you point your existing working copy to the new URL
of the repository (file://... in your case).
