gdiplus.dll vs Vista 64: r12148 breaks Vista 64 install

I downloaded and installed 1.4.99 build 12162, 64-bit, into a new 64-bit
Vista install.

The installer complained about needing gdiplus.dll, and said I should put it
into Windows\system32.

So, after scratching my head, cursing, digging, sorting out whether the
version you find by searching MS downloads now includes the security fix (it
does), I followed instructions, and dropped it into windows\system32,
expecting to be able to install.

No go. It still said I needed to downloaded, and put it into
windows\system32.

More head scratching. Copied it to windows\sysWOW64. OK, now I can run the
installer.

If, as the changelog says, this is only needed on Win2K, then the installer
should not check for it on Vista 64.

If, on the other hand, it's needed, it probably shouldn't be removed -- or
at least the directions should indicate the proper location under 64-bit
OSes.
